If you have experience of Light Rail Vehicle systems and are interested in a programme that is rapidly expanding, then this may be the role for you.

We have a brand-new role for an Owner Representative to manage the interface between Transport for West Midlands (TfWM), as asset owner and Midland Metro Limited (MML), as operator. Acting on behalf of TfWM, you will be responsible for managing MML’s performance against the Public Service Contract. Looking at customer service, revenue, safety, maintenance and budgets, you will support and challenge Midland Metro Limited, providing oversight of the representation of MML operational needs towards the Midland Metro Alliance extension delivery programme.

As Owner Representative your main responsibility is to ensure that Metro deliver the required services for the West Midlands. You will create a technical team to support with this and look at the continuous improvement for the region.

We need someone who can forge strong relationships with the Operator, the West Midlands Combined Authority and political stakeholders.

What you will be doing

* Manage Midland Metro Limited’s performance under the Public Service Contract with monthly review meetings

* Lead budget and subsidy negotiations

* Manage the contracts with the manufacturer of the West Midlands Metro trams

* Support the coordination of delivery of improvements to existing infrastructure

* Ensure that the MML support for new extension projects is delivered in a timely and efficient manner

* Ensure that MML’s Health and Safety Management Systems, and their delivery, meet TfWM’s requirements

* Responsible for reporting on all activities and issues concerning MML

* Lead on Metro Operational matters at Rail and Metro Lead Members Group, Transport Delivery Committee, Putting Passengers First and other groups as appropriate

* Be the key point of contact for internal colleagues on Metro operational matters

Transport for West Midlands (TfWM) is the Transport Authority for the West Midlands and is part of the West Midlands Combined Authority (WMCA).

Midland Metro Limited (MML) is the Operator/Maintainer of the TfWM metro system. It is wholly owned by WMCA but is a stand-alone limited company.

Midland Metro Alliance (MMA) is a team of planning, design and construction specialists building a number of new tram extensions over the coming decade on behalf of the West Midlands Combined Authority.

With around £1.3bn being invested in extending the tram system across the West Midlands, this is an unprecedented light rail infrastructure project to help deliver a lasting legacy that will enable social and economic regeneration across the region.

About you

We need someone with excellent interpersonal and communication skills who can negotiate and influence at a senior level and has dealt with political stakeholders.

It is essential that you have experience of managing Light Rail systems and have knowledge of trams, infrastructure and operations.

Ideally you will have experience in Public Service Contracts and a commercial understanding of contract relationships.

A good knowledge of Rail and Other Guided Systems (ROGS) is also needed to be successful in this role.

Hybrid working conditions are currently in place which means working remotely and coming to the office when required
