Workplace Policy & Plans

This role is largely focused on the delivery of the FM Hard and Soft service and Security contracts within our new estate, alongside the remaining older locations, thereby enabling the safe and successful operation of the HMRC businesses. You will focus on ensuring the new buildings have been mobilised efficiently along with the monitoring of supplier performance, providing a great customer experience. Progression and continuous improvement is key as we learn more about our new buildings with particular focus on sustainability and smart technologies. Role involves working closely with multiple stakeholders and delivering through a large and diverse team to maximise the benefits of the transformation.

Great opportunities await the successful candidate include planning for HMRC’s next generation of service contracts (jointly leading with Commercial) and working with the HMRC Sustainability Champion putting in place the right governance and programme approach to meet the Net Zero ambition. Another key focus will be leading the implementation and delivery of lifecycle investment plans across the portfolio, a very different model to the

previous ‘risk transfer’ model under a PFI agreement.
As a forward looking role there is accountability for delivering new technology into our building operations to make them smarter and more efficient from both an energy use and people use perspective.

Key responsibilities:

* Ensuring all Estates strategic contracts deliver to the standards set, and provide innovation and added value, enabling quality services across the estate. Includes facilities management services for Hard FM (including maintenance) and Soft FM (including cleaning, catering, reception and post) along with the national Security contract

* Delivery of all Support Services to HMRC and other government customers. Covering a broad range of services including security, mail, document management, building cards and utilities. These services are provided by a mix of in-house and outsourced teams and need to meet a range of customer driven KPIs.

* Senior leadership of the Estates Professional Services Team, setting policy, guidance and delivering assurance across key service lines, including Health & Safety, Security, Fire Safety and Building operations

* Lead the development and delivery of sustainability and Net-Zero plans, in line with HMRC agreed targets and objectives.

* Responsible for a delegated budget of over £300m p.a (including people costs, maintenance/building management costs, rent/rates costs and support service operations) to provide effective estate operation, meeting lease and contractual commitments, and also deliver agreed efficiencies.

* Direct management of 3 no. team leads (FM & Planning, Security & Support Services, Professional Services), and a private office. Overall team of 156 people.

Workplace Operations

This role is the keystone to providing the great customer experience Estates aims to provide across our portfolio including our newly opened government hubs, designed as modern, flexible, facilities. It spans the transformation of the HMRC estate, working as part of a multi-disciplinary team on all detailed aspects of settling HMRC into their new offices, ensuring service delivery is set up efficiently and running smoothly across all the sites and the onward running, whilst looking for the continuous improvements and efficiencies. From first impressions at reception to ensuring a well maintained, safe, building providing a great place to work. Managing key stakeholder relationships, both HMRC and other government departments, along with the day to day supplier engagement.

You will be accountable for keeping day to day operations under review and driving continuous improvement, working with multiple stakeholders and through a large and diverse team to maximise the benefits of transformation.

With the importance of our estate in the culture of the ‘post COVID’ world, you will focus on providing a safe and secure working environment whilst enabling and encouraging new ways of working. Taking learnings from the experience to support in the move towards the next generation FM contracts.

Key responsibilities:

* Accountable as a leader of a large operational Estates team, for providing legally compliant building services and facilities management, with accountability for health and safety of all building users. Day to day oversight and delivery of facilities management services delivered via commercial contracts with Hard FM (maintenance) and Soft FM (cleaning, catering, reception and post) partners.

* Accountable for the Estates operational delivery to a broad base of customers (in HMRC and across central Government) whilst providing innovation and added value to enhance the customer journey. This includes providing day to day assurance and checks on services, liaison with stakeholders and collaborating across Estates teams to ensure we deliver a best-in-class service.

* Responsible for a delegated budget of £7.5m p.a (including people costs and small site-specific building works), to provide effective estate operation, meeting lease and contractual commitments, and also deliver agreed efficiencies

* Responsible for the compliant running of the estate and safe building occupancy in line with H&S law and guidelines.

* Direct management of 3 no. Area Managers (North Area, Central Area, South Area), and a private office. Overall team of 125 people
