About the Internal and Change Communications Group

The Internal and Change Communications team supports our objective of making HMRC a great place to work by using the latest digital communications approaches to engage our audiences.

The team works closely with colleagues across HMRC Communications and the wider business to ensure that our workforce can deliver at their best and have a community we can all take pride in.

HMRC Communications will own the new Sharepoint-based intranet. The Lead Product Manager (Intranet) will be a Digital, Data and Technology (DDaT) professional with direct responsibility for the running of HMRC’s new intranet, leading a new ‘business as usual’ team that will ensure users receive high quality, relevant and accurate content, and that governance standards are maintained.

This is an exciting opportunity to lead on the delivery and development of a major internal communications channel from the very start. Leading a newly formed team, you will improve the information and services we offer to our colleagues through the intranet.

You will drive the intranet forward through the implementation of our content management strategy and by inspiring, engaging and supporting a community of content creators sitting across the wider organisation. Part of this will be to develop an assurance process to ensure content standards remain high.

There will also be the chance to work with digital colleagues, internal communicators and the private sector to ensure we are making the most of the platform, setting its future direction and ensuring it’s aligned with HMRC’s wider digital transformation activity.

You will be a leading member of the product profession in HMRC and will work closely with colleagues across the technology, user research and design professions, especially the Head of Content Design.

As a Lead Product Manager you will be responsible for the success of the product and ensuring that it is driven by user needs, business value and platform capabilities.

Your technical skills and experience will allow you to engage with a non-expert audience to help translate digital change into real world benefits for our employees.

Responsibilities
As the Lead Product Manager (Intranet), you will:

- Own and be responsible for your product, articulating a clear vision, ensuring there is a strategy for product development with achievable goals.

- Maintain the high-level product roadmap.

- Lead and support a multidisciplinary product team, turning that vision into reality.

- Continuously improve the intranet to meet user needs, using the content management strategy and the Microsoft suite of products to do this.

- Develop an in-depth understanding of your product and be equipped to represent your platform and its users’ needs at all levels within the organisation.

- Form a key part of the Internal and Change Communications senior leadership team and ensure the intranet is embedded as a key channel in our work, aligning with our wider content and channel strategy.

- Maintain knowledge of the changing digital and technology landscape and the opportunities they provide to improve the delivery of public services in the UK.

- Work closely with Head of Product to provide leadership and direction to all products in your local product community

- Work with Head of Product around recruitment, retention and upskilling of product managers in HMRC, to define standards and best practice for Product Managers

- Manage risks, dependencies and budget in relation to the intranet.

Essential Criteria

- Experience in a product leadership role, ideally with experience leading the delivery of customer facing product as well as securing funding and support for your work.

- Managing digital products in a complex organisation, working with multidisciplinary product teams.

- Deep knowledge and experience of the Microsoft 365 suite and capabilities such as SharePoint, Teams and Yammer, as well experience of using workflows.

- Experience of working with a content team to create and implement a content management strategy.

- Have an excellent track record in successfully leading and developing high-performing teams; including growing and diversifying capability; creating a culture of inclusion, innovation, creativity and continuous improvement.

- Strong communication and presentational skills that can be used tell an exciting and engaging story about how modern technologies can be used to benefit users.

- Working knowledge of , including relevant legislation including Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 and the Equality Act 2010.

Desirable Criteria

- Delivering data-led improvements and iteration of a mature, live product, ensuring a consistent approach to user and technical operational support.

- Working knowledge of the Government Service Standard and experience with the service assessment process

- Knowledge and experience of supporting large corporate functions (such as HR or finance)
