Mobility and Workplace Services (MWPS) is a key interface between Chief Digital Information Office (CDIO)and the wider HMRC estate. We are responsible for the provision of desktop services to staff

We innovate, design and build IT services and ensure they are implemented across HMRC at the right time and that they are monitored effectively. We enable/support customers to utilise tools which contributes to HMRC achieving the ambition to become one of the most digitally advanced tax administrations in the world.

Job description
The MWPS Change Portfolio is currently undertaking an ambitious programme of work to modernise our desktop service and update our core administrative infrastructure to remove our legacy technical debt and improve reliability, resilience and availability of our services. We are seeking a Technical Delivery Manager to manage the IT change projects in this Programme.

As part of the Leadership Team you will engage at a strategic level leading on technical and business change. You will also play a key role in delivering IT change that will take our sophisticated IT estate towards the strategic cloud vision whilst decommissioning legacy systems. As a senior leader you will also ensure that HMRC develops and maintains a strong IT Delivery capability by empowering, supporting and developing staff to achieve the highest performance standards.

Responsibilities
• Work with technical resources to shape and scope ideas, and with architects to translate high-level technical design to low level non-technical requirements, researching gaps, delivering solutions options
• Utilise technical knowledge of HMRC’s infrastructure to plan work and determine best delivery approach using suppliers or in-house innovation methods with cost-efficient techniques.
• Provide technical leadership and direction to a multi-disciplined/multi-supplier team to deliver successful project outcomes.
• Identify and manage internal and external stakeholder relationships
• Ensure appropriate governance is in place at appropriate points in the project lifecycle.
• Develop and agree budgets, track and forecast actual costs against them, challenging external suppliers to deliver value for money.
• Review business requirements and ensure they achieve the business case benefits within agreed time, cost and quality.
• Identify and monitor project risks, issues and dependencies. Develop mitigating actions and escalate as appropriate. Identify and work with related projects to manage interdependencies.

Essential Criteria: Job holder must hold pre-existing SC clearance.

• Experience of delivering a wide range of business and/or IT change projects via project methodologies (ie. Agile)
• Experience of PowerShell commands and controlled deployment.
• Understanding of a broad range of technologies (MS Access, All Microsoft Office Applications, VBA, NTFS Permissions).
• Experience of working with Architects, technical teams and users to simplify complex technical change
• Experience of O365 Capabilities – SharePoint / OneDrive / Power Platform
• Experience of Cloud Platforms (AWS, Azure, Azure Files) and virtualization Technologies
• Understand the complex landscape of technologies across HMRC. Knowledge of legacy and new apps including BDApps, Robotics, HoD’s and Business Critical Applications

Desirable Criteria:

• A good technical understanding of Active Directory and Azure Active Directory 
• A PM qualification or be willing to work towards one
