About the Chief People Officer Group (CPO)

We are the HR team for the UK’s tax and customs authority, a strategic partner and service provider to HMRC's business. We are dedicated to enabling leaders and managers to improve the experience for people across HMRC; creating the capabilities we need to deliver our business; and enabling our people to deliver HMRC's vision for our customers.

This role sits within Strategy, Inclusion and Employee Directorate (SIED) of the Chief People Officer Function. The CPO Equality, Diversity and Inclusion (EDI) function is particularly focused on achieving HMRCs strategic objective to be a great place to work and the delivery of our statutory responsibilities under the Equality Act 2010 and the Northern Ireland Act 1998.

Job description
It is an exciting time to join our team. The SIED directorate and EDI function are currently transforming into a professional centre of expertise for our internal stakeholders. As the EDI team, we work collaboratively to increase the diversity of HMRC’s workforce, build a respectful and inclusive culture, and ensure colleagues from all backgrounds feel they belong and have a voice. We are a diverse, enthusiastic, and supportive team, and passionate about enabling all colleagues to perform to their full potential in support of achieving HMRC’s overall strategic objectives.

All EDI team members work across our portfolio to some extent; the primary focus of this role is to lead on the development and implementation of an effective service offer for internal stakeholders on equality impact assessment.

Responsibilities
Managing a portfolio of projects to improve the quality of equality impact assessment across the Department.

This will include:

• Managing a small team of Higher Officer colleagues and coordination of activities across the wider team.

• Building stakeholder confidence and organisational capability to consider equality risks and opportunities, working creatively with others to codevelop and tailor upskilling approaches to fit their context.

• Evaluating and monitoring our Department-level processes, systems and support for equality impact assessment.

• Designing and implementing a ‘triage service’ for internal stakeholder requests and commissions on equality impact assessment, signposting online support and resources, and facilitating more intensive engagement as required.

• Supporting stakeholders to use HMRC diversity data and information, so that policies, systems, and processes are evidence-based and outcome-focused.

• Supporting the wider Division and Directorate – working collaboratively to support crosscutting work on business change, and other new and changing priorities.

Essential Criteria:

• Ability to develop a specialist knowledge of evidenced-based approaches to implementing the Public Sector Equality Duty across the employment function in a large government department.

• Ability to tailor communications of complex legal principles to make it practical and inclusive for different audiences.

• Experience of designing and implementing training and guidance that supports organisational change.

• Experience of managing and/or mentoring staff, able to manage a small team.

• Confidence to build and maintain trusted and collaborative relationships with internal stakeholders and to represent the Department corporately with external stakeholders.

Desirable Criteria:

• Experience and deep knowledge of UK equalities legislation applying to employers and service providers.

• Experience of using data and insight to shape and evaluate effective and evidence-based decision-making
