JOB TITLE: Capital Programme Manager
LOCATION: East London
PAY RATE: £ 331.25 PAYE daily/ £429.50 umbrella daily
START DATE: ASAP
DURATION/Hours: 3-month initial contract/ 15 hours a week
IR35 STATUS: Inside
Purpose of the role:
This role will work across the Health, Adults and Communities (HAC) Directorate leading on all aspects of the management and delivery of their Capital Programme. The post holder will have the following key areas of responsibility:
To provide specialist programme management expertise and technical advice relating to capital delivery projects and major programmes, and be responsible for the management of risk, issues, and dependencies across a range of work streams and stakeholder management. This will involve leading the HAC Capital Working Group.
To lead on planning and prioritisation of the HAC Capital Programme
To lead the delivery of the HAC Capital Programme projects, currently more than £35m with a pipeline of activity in development.
To lead on monthly, quarterly, and annual reporting and monitoring, including all performance monitoring and financial profiling.
To represent the HAC Directorate at all senior officer and elected members boards across the council, including departmental leadership teams and member led council forums, such as grants determination sub-committee and pre-agenda meeting with the Mayor.
To work in partnership with stakeholders internally as well as with health partners to deliver capital programmes.
To advise and recommend on appropriate design options to maximise health and wellbeing through delivery of the HAC capital programme.
Knowledge and experience:
Substantial proven knowledge and understanding of capital delivery schemes, project management, stakeholder engagement, procurement, and implementation of good practice
Comprehensive up-to-date knowledge and understanding of capital schemes and an understanding of the general design, planning and construction environment, and relevant legislation, specifically within the context of health, healthcare, social care, community safety and general built environment improvement works
Experience in leading the planning, design, and delivery of housing and other capital development programmes.
Experience in leading risk management of complex building contracts/development schemes.
Holds a Programme Management and/or relevant technical qualification and/or has significant relevant experience
Experience of commissioning and managing specialist consultants to ensure that Council policies and financial regulations are fully met
