Blackburn with Darwen Borough Council - Payroll & Pension Officer
Location: King William Street, Blackburn, BB1 7DY.
Contract: Initial yearlong contract going until 31st May 2022.
Hours: Full Time – Monday to Friday – 9:00am to 5:00pm.
Payrate: £12.69 an Hour
Description:
The ideal candidate would hold a Payroll qualification and have experience of end-to-end payroll processing.
Managing workloads and deadlines, have a working knowledge of Zellis, ResourceLink payroll software and LGPS & TPS pension schemes.
Main Duties and Responsibilities
The administration of all Payrolls and the administration and payment of sums due under the Local Government Pensions Scheme (LGPS), Teachers Pensions and NHS pension schemes for the Council and external businesses.
Mentor and support the Assistants in all areas of Payroll & Pension processing
Maintain, monitor and assign at the appropriate level (Officer or Assistant) in real time Payroll & Pensions emails and calls received to the Netcall system to ensure 24-hour SLA is achieved.
Maintain, monitor and assign all payroll & pension task are completed in line with the paygroup processing schedule, monthly schedules and year end schedule.
The maintenance of appropriate records required to ensure accurate and prompt payment of salary & pension benefits. To ensure the accurate calculation of, Gross & Net pay,
Pensions, Tax & Student loans, National Insurance contributions (NIC), and other payments and deductions are correctly calculated in accordance with statutory and contractual requirements.
In addition (Statutory and Discretionary) amounts upon redundancy or efficiency grounds, compensation payments and discretionary gratuities.
Maintain, monitor and assign at the appropriate level (Officer or Assistant) occupational/statutory parental and occupational/ statutory sick payments checks and validations and also send employees letters and statutory forms within specified timeframe.
Maintain, monitor and assign the administration of the Pensions schemes ensuring that information is provided accurately and promptly to the Local Government Pensions Scheme (LGPS), Teachers Pensions (TPS) and NHS pensions providers.
Allocate at the appropriate level (Officer or Assistant) and ensuring audit requirements are met for the actions required from the paygroup processing control exception reports, to check and validate to ensure accurate and on time final payment, payslips and post payment reports.
Provide customer service support for departments and external clients answering queries and on-boarding new business.
