The Clinical Income Manager plays a key role in influencing, recording and monitoring the income position. The purpose of the role is to work closely with the Head of Income to accurately report and maximise the income streams associated with all contractual activity, providing a comprehensive and high quality service and support for issues relating to Management Accounting & Business Partnering and in particular all income reporting.

Be a role model in how to provide a customer focused, high quality service to managers, directors, clinicians and finance business partners

Develop expertise within the team and contribute to the development of financial/business skills within the broader finance team and managers/clinicians in the Trust.

Work with colleagues in Contracting, Income, Costing and information/performance management to ensure the Trust has coherent integrated information, analysis and plans.

Support the implementation of actions in response to recommendations from Internal Audit for the enhancement of internal controls and procedures in own areas of responsibility.
Provide robust, accurate and timely core financial reports to meet internal and external month end/ year end deadlines.

Ensure strong relationships and regular communications with all finance managers to ensure they are informed of any data quality issues relating to the financial position of the Trust, new national guidance and policy issues, etc and to provide them with clear guidance as appropriate.

Financial Management

Invoicing and Billing

Undertake the monthly invoicing of Clinical Income SLAs and Over/Under Performance and Education & Training and any other ad-hoc requests ensuring that invoices are raised in accordance with NHS cash management guidelines.

Liaise with colleagues in Accounts Receivable to ensure that all invoice queries are resolved or escalated in a timely manner in support of the Trust's cash management plans.

Liaise with the CCGs, NHS England, and Local Authorities, Finance Managers, Service Managers and information colleagues and other providers of data within the Trust to ensure that the information for billing and costing is accurate, timely and fit for purpose i.e. information supports the bills sent to commissioners and minimises challenges to sums billed.

Initiate billing for all contractual clinical and non-clinical income and assist in the maintenance of effective credit control systems so that all income due is recovered in a timely.

Communicate directly with commissioners to resolve disputes over billing and ensure that the income billed is recovered and agree year end and periodic balances with commissioners as required for the statutory accounts and financial monitoring.

Liaising with the Trusts Financial Accounting Department maintain an up-to-date register of contractual values and ensure appropriate amendments to invoices are adjusted according to contractual amendments.

Ensure price tariffs for services are accurate, kept up to date and are consistent against benchmarked information.

Ensure that an accurate income accruals regime is adhered to in accordance with Trust policy and standard accounting practices.

Provide information relating to invoices and assist the Contracting team on answering challenges to clinical activity to timescales set out by Head of Contracting and maintain a log of queries from commissioners.

Assist the Head of Income in identifying potential errors in Contract data and investigate anomalies through working with the Contracting team, documenting fines and challenges on a monthly basis.

Monitoring and Reporting

Assist the Head of Income in the allocation of income to the Divisions as required as part of income reporting, identifying and highlighting reasons for significant variances on a monthly basis.

Prepare monthly a forecast of Trust Income for own area of responsibility.

Undertake full reconciliations between the General Ledger and contract monitoring information to ensure the robustness of the Trust's financial reporting.

Communicate effectively to Directors, Senior Clinicians and Managers on the Trust's Income performance to enable effective decision making on income strategy and policy by the Board and Executive Team.

Assist the Income Finance Manager in maintaining and developing systems for recording and reporting total clinical, training and development income due to the Trust. Ensure that they are robust and fit for purpose and that performance against plan is available to the Director of Finance and Head of Income so they can advise the Board appropriately on decisions affecting income strategy and policy.

Monitor and report on the level of outstanding debtors and ensure that action is being taken by Accounts Receivable Team to recover outstanding amounts advising the Head of Income on appropriate action where debts are not being recovered.
To ensure that systems are in place to monitor trends and identify any changes in income trends.

People Management and Performance

Ensure that they have a clear set of objectives and development plans and participate in regular performance appraisal meetings.

Ensure compliance with all statutory, mandatory training together with any professional training requirements, ensuring they are up to date and fully compliant.Profile

The successful candidate must have the:

Ability to analyse, interpret, and utilize complex information for reporting, forecasting, costing and planning purposes.
Experience working with Income

Microsoft Office skills including advanced Excel

Demonstrate ability to examine Contract data in order to identify important changes and make recommendations and solve problems.
Attention to detail
Managing own workload and priorities and able to work to tight deadlines
