Purpose of Job

To ensure that children and families in Newham receive a first class service that enables them to fulfil their potential, and when they need additional support, will provide services or broker services that are local and easily accessible. Support the Group Manager and Head of Service in the development delivery and review of high standards in education planning, performance, commissioning of integrated services for children, their families and carers so that overall costs are reduced but the life chances of children are maximised To manage the efficient operation of a caseload to ensure the delivery of high quality, fully integrated services to children and their families in line with the requirements of national legislation and guidance. To demonstrate a high level of expertise and knowledge in relation to SEN, disability and integrated services for these children. * children with Education Health and Care (EHC) Plans * children without Education Health and Care Plans but with high needs funding for SEN * children with high needs funding in alternative provision such as the PRUs To show commitment to working with and providing support to managers so that the assigned budget meets group objectives, that financial governance arrangements are followed and that programmes/projects are completed within budget Arrangements are to take account of delivering all relevant legislation and guidance referred to in the SEN Code of Practice. Job Context The post holder reports to SEN Group Manager The post holder has no permanent line management responsibility The post holder should show awareness of the available budget to support children with SEN, the need to work within budget constraints and value for money principles The post holder may be required to work occasional evenings in order to meet service requirements Key Tasks and Accountabilities: Key tasks and accountabilities are intended to be a guide to the range and level of work expected of the post holder. This is not an exhaustive list of all tasks that may fall to the post holder and employees will be expected to carry out such other reasonable duties which may be required from time to time. To undertake all responsibilities listed below: Statutory functions To be a key contact for a family where for children with EHCs and / or high needs funding To act as a reviewing officer for Education, Health and Care Plans and ensure the smooth running of the process To ensure that Education, Health and Care Plans are within the requirements of national legislation and guidance. To attend annual reviews and professional meetings ensuring that reviews and meetings are completed in accordance with the statutory framework for children with EHCs and/ or local protocols for children high needs funding but without EHCs. To be responsible for updating annual review submissions and identifying any risks including. taking actions as required To bring most complex cases of serious concern to the EHC co-ordinators at the earliest possible opportunity of any high risks and issues of concern To link providers including schools with locally based resources who can provide additional input and or expertise in complex cases where difficulties arise To draw to the attention of assessment and commissioning officer any changes in placements if these have not been agreed following due process To ensure that records are completed and accurately maintained To represent the local authority in meetings with schools and early years settings where provision has been commissioned for pupils with SEN or in alternative provision using high needs funding To take responsibility for the transfer of EHCs and high needs information on pupils to other departments and authorities. Problem solving To act as a problem solver in meetings concerning children with EHCs and/ or high needs funding To minimise disputes with parents through effective dialogue with families and the professional network To prevent and reduce the exclusion of children with special educational needs To take responsibility for undertaking appropriate development work as required in response to changing regimes, new government legislation and initiatives and to participate with a solution focused outlook in the implications of policy changes/decisions. Experience of seeing the arrangements that schools make for children with Special Educational Needs Experience of integrated working / working with multi agency services Experience of seeing how professionals coordinate work with children who have special educational needs as part of integrated service delivery Experience of effectively managing competing priorities within a complex workload Practical evidence of developing and maintaining good working relationships with families Practical evidence of developing and maintaining good working relationships with a wide range of customers/stakeholders.
