LOCATION: Working from home, client based in Sutton
PAY RATE: £350 - £400 per day (Umbrella)
START DATE: ASAP
DURATION: 6 month contract
IR35 STATUS: Inside

SUMMARY:

The Shared Finance Service ambition is to add value, inspire success and this role is part of the Shared Finance Service (SFS) collectively responsible for delivering SFS activities to realise this ambition.

The postholder is required to deliver and develop the Treasury Management function across two Councils, complying with statutory requirements and deadlines, balancing planned and reactive requirements and delivering subject matter expertise on all treasury management requirements. The postholder will work flexibly and in line with our values supporting the Commercial Finance and Investments function by leading on Treasury Management activities and contributing to the wider capital & commercial remit of the team.

DUTIES OF THE ROLE:

Work with the Head of Commercial Finance & Investment to produce an annual Treasury Management strategy, in line with relevant professional guidance, statutory timescales and local government legislation
Lead the Treasury Management function to implement the Treasury Management Strategy, ensuring appropriate controls and processes are in place to protect public money, that key risks and issues are managed and mitigated appropriately, and that performance targets are achieved
Produce regular treasury management update and year end reports for senior officers and committees
Ensure effective daily cash management practices are implemented in line with each Council's treasury management strategy
Provide an efficient and effective cash management function for both Council's pension funds, following the parameters set by the Pensions Investments team
Provide strategic advice & guidance to inform capital and commercial financing decisions
Support the Head of Commercial Finance and Investment to implement and manage borrowing & investment strategies
Ensure treasury management activities are properly accounted for in each account and that treasury management financial instrument disclosures for the Council's statement of accounts are completed on time and to a high standard
Complete statutory and professional returns and other financial information requirements, including Freedom of Information requests.
Respond to consultations and assess the financial impact of new legislation as required
Support the Head of Commercial Finance and Investment to deliver financial standing assessments as part of the tendering processes
Provide effective line management for 2 - 4 Senior Finance Officer posts, empowering individuals to reach high levels of performance and supporting them to realise personal career ambitions
Provide effective support and coaching to other Senior Finance Officer posts

Essential Knowledge and/or Experience

Knowledge & experience of delivering an effective treasury management function for a large Local Authority or similar body
Proven experience of using digital effectively to deliver customer focussed finance activities including, Google applications, Word, Excel (advanced level), Powerpoint and software packages to record and manipulate data
Experience of developing and delivering proposals for the continuous cost-effective improvements to service deliveryDesirable Knowledge and Experience

Holds or studying towards a relevant professional qualification (e.g. AAT, CIPFA, CIMA, etc)
Knowledge of treasury management requirements for a Local Authority
Experience of managing cashflows, investments and debt portfolios
Understanding of risks associated with treasury management and how these can best be mitigated or managed
Experience of coordinating, supervising or directing the work of others
Understanding of commercial financing options to support long term investment activities
