Policy & Transformation Officer – Bury

Salary: £ 24.28ph

Full-Time (37 hours)

Job Purpose:

To lead on the development and implementation of new policies, strategies, plans and business models in support of the changing demands and priorities for Children & Young People.

To provide high level strategic solutions to senior managers, and support for the re-engineering of services to ensure cost efficiencies and service effectiveness  in accordance with the Corporate.

To operate on a project basis with expertise from complementary service areas including, HR, Policy, and Finance.

Responsibilities:

To support senior and service managers in scoping and developing business cases for the innovative redesign of services in line with the Department’s objectives of improving service efficiency and delivering better outcomes for its customers.
Engaging with senior and programme managers to map current business processes and practices in order to highlight constraints, inefficiencies and risks as a first step in identifying the opportunities for service redesign which will deliver improved efficiency and outcomes for customers.
Ensuring that any changes in service delivery take account of the statutory requirements for the service and the legal obligations on the Council.
Ensuring that the modelling of costs is predicated on providing value for money in service delivery.
Undertaking analysis of the demographic trends driving the changing profile of Children & Young Peoplein order to improve the forecasting of the cost of providing services to them in the future.
Identifying and utilising existing research where available and commissioning new research where appropriate to develop the evidence base for service redesign and policy development.
Accessing and analysing relevant national, regional and local data and interpreting its significance and applicability to the Department
Providing an independent critical view to the Executive Director and Executive Member for Children & Young People of new effective initiatives and proposals.
Leading the decision making process for new service design and policy based on statistical, economic and financial intelligence.
Making recommendations to senior management and Executive members in Children, Young & People on service re-design, staffing structures, and allocation of resources and developing consultation plans for staff, members, communities and wider stakeholder groups.
Presenting models of service re-design to Cabinet, Council Leaders, Councillors, Trade Union Representatives and regular reporting to the Strategic Leadership Team.
Supporting the implementation of agreed service redesigns and policies by providing advice and expertise in project planning and implementation of new initiatives including monitoring and evaluation strategies.
Identifying and working with potential partners in order to ensure that the benefits of partnership working are considered as part of the process of service redesign and that potential joint funding and investment opportunities are fully explored and developed.
Managing the team in line with all departmental and corporate policies and procedures in order to ensure that team members are supported to deliver excellent services to colleagues across Children & Young People.
Be a source of detailed advice and guidance to a range of audiences, both internal and external, on areas such as legislation/statutory updates and changes, policy direction and priorities within the Council, key programmes of work, and matters relating to project plans and implementation.
Produce and present strategic briefing documents, presentations and reports, appropriate to the intended audience, on national and regional policy, considering and addressing implications for Bury, and identifying and appraising options for future Council policy and direction.
