JOB TITLE: Green Homes Grant Administrator
LOCATION: Working from home / Based in Wandsworth when safe to return to the office
PAY RATE: £17 PAYE / £18.12 Umbrella per hour
START DATE: ASAP
DURATION: 3 months minimum

In July 2019 both Richmond Council and Wandsworth Council declared climate emergencies. This emergency declaration was followed up by the publication of strategies on Climate Change and Sustainability and associated action plans for delivery. Both councils committed to being carbon neutral by 2030 and zero carbon by 2050 and outlined plans to support residents to move towards low/zero-carbon lifestyles. In order to support delivery of these strategies and the path to carbon neutrality, funding was sought and obtained from the Department for Business, Energy and Industrial Strategy (BEIS) to deliver retrofit measures in homes across both boroughs via Phase One of the Green Homes Grant Local Authority Delivery Scheme.

The postholder will administer the delivery of the grant and ensure we are meeting the monitoring, evaluation and reporting requirements. They will be required to work closely with our main delivery partner, who will be managing the direct delivery of retrofit projects, to ensure that works are on track.

This is a fixed term role lasting for the duration of the first phase of the Green Homes Grant. The first phase of the Grant finishes at the end of March 2021. This post is expected to finish by the end of April 2021 to allow for all final reporting to be delivered.

Specific Duties and Responsibilities

Manage day to day administration of the Green Homes Grant local delivery scheme for both boroughs with support of senior officers.
Provide a monthly report to the BEIS project team, maintain a risk register and act as the first point of contact with BEIS on delivery of the grant.
Liaise with our main partner to ensure that they are collecting all the correct information to meet the monitoring and evaluation requirements as set out in the grant agreement. Ensure that our main partners are sending through an up to date EPC certificate and reference number following completion of works and are calculating energy savings. For Wandsworth, liaison with our internal housing team will also required for the same purposes.
Maintain a database which captures project details on an ongoing basis.
Maintain lists of targeted households and monitor responses to invitations to households to participate in the scheme, providing data on resident take up. Administer delivery of communications to these households and respond to initial enquiries from these households.
Perform core checks (using templates provided by BEIS) to ensure the installation data provided is for an eligible household and that the installer is Trustmark registered. This includes ensuring households are not in receipt of other government schemes.
Carry out data completeness and validation checks on data received and monitor average costs by tenure throughout the duration of the project to ensure these remain within acceptable thresholds.
Ensure all activity associated with delivery of the Green Homes Grant is in accordance with General Data Protection Regulations.
Liaise with core internal partners (finance/legal/procurement) to ensure project delivery is in line with agreements and the procurement framework for the project.
Ensure internal reporting requirements on the project are met, in particular updates for the Climate Change Steering Group.
Contribute to future related bids for funding and participate in stakeholder groups for this purpose.
With the support of senior officers, participate in interview and market assessment surveys as required by BEIS.
Undertake any other reasonable duties as directed to support delivery of the Richmond Climate Emergency Strategy and Wandsworth Environment an Sustainability Stratgey.

KNOWLEDGE, SKILLS & EXPERIENCE REQUIRED:

Knowledge of the wider context within which local government operates.
An understanding of the type of requirements associated with use of grant funding, including compliance and reporting.
An understanding of GDPR regulations and how it relates to the storage, distribution and use of personal information
Knowledge of the climate change and sustainability agenda.
Broad knowledge of the types of measures that can be used in homes to improve energy efficiency and deliver carbon savings would be beneficial.
Experience of project administration and delivery, particularly in a grants context.
Experience of working in a climate change related role would be beneficial.
Ability to work both independently and as an effective team member, using initiative and adapting to changing priorities and deadlines in a calm, well organised and methodical manner.
Good communication and interpersonal skills in order to deliver messages clearly and concisely and develop productive working relationships, including with external partners.
