The Weller Centre is a vibrant local community centre, it was remodelled, substantially rebuilt and re-opened two years ago. The management of the centre is a joint venture between The Earley Charity and Reading Borough Council.

We are seeking to appoint a Community Learning and Outreach Manager for this Centre in an area with high levels of social deprivation.

The role

This post will lead on the delivery of an outcomes focussed, neighbourhood and community learning programme at the Weller Centre.  This work will be undertaken in partnership with local people and a range of services, agencies and stakeholders, by working on projects which impact on community safety, health inequality, unemployment, youth provision, social cohesion and improvements to the public realm.

Key responsibilities will be to;

Lead the Weller Centre community learning programme

  • Identifying the educational, training and employability needs of the community, devising and delivering provision of a community learning programme undertaking extensive consultation with local residents
  • Monitoring and evaluating the impact of the community learning programme,
  • Delivering a programme of youth provision, and effectively promoting and publicising all Centre services 
  • Overseeing the business and delivery plans, including a fundraising and communication strategy, providing data and written reports on progress as requested.
  • Managing and supervising staff and volunteers in line with agreed policies and procedures, including recruitment and inductions
  • Working with representatives from outsourced centre support services, especially Finance and Human Resources consultants

Act as ambassador for the Weller Centre

  • Establishing effective relationships with key partners and stakeholders, including contractors, suppliers, residents, local authority, funders, statutory bodies and the voluntary sector
  • Effectively liaising with stakeholders and partner organisations and interacting with local people, of diverse backgrounds and cultures appropriately

 

 

Ensure Compliance with legislation and Weller Centre Policy

  • Meeting performance targets for the community learning programme and the community centre
  • Ensuring that the community centre complies with agreed health and safety policies and procedures and that the public are provided with a safe and well managed community centre
  • Ensuring the Community centre is compliant with all relevant licencing bodies and UK health and safety legislation, in conjunction with maintenance and facilities management contractors
  • Overseeing the budgets, and cash flow, including the budgets for the community learning programme, submitting funding bids where opportunities allow

The Person

The ideal candidate will have strong organisational, communication and interpersonal skills with the ability to interact with local people of diverse backgrounds and cultures.  You will show empathy and have the ability to deal sensitively with wide ranging training needs.

You will also have strong administration skills, be proficient in Microsoft Office, working with databases and web-based administration.  You will also have good analytical skills and be able to report on outputs and outcomes and also provide feedback on the services provided.

You must be enthusiastic and have a creative approach to problem solving.

Education/Skills

Educated to degree level or equivalent.  ( All disciplines will be considered but youth work and social administration modules would be of particular interest)

Proficient in Microsoft Office

Experience

You will have knowledge and experience of working in the Community or Voluntary sector in a similar role.

The Community Learning and Outreach Manager will be required to work some evenings and weekends so flexibility is required.
