Quantity Surveyor / Procurement / Estimator

World Leisure UK are looking for an experienced person with excellent commercial skills within the construction industry, who can carry out Quantity Surveying, estimating, and procurement to help with the continual growth of our rapidly expanding company.

The candidate will have extensive experience in sourcing, negotiating and establishing contracts along with significant knowledge of supply markets in a busy specialist subcontractor environment, within a mechanical, commercial contracting or construction company.

You will have a highly tuned ability within a busy specialist subcontractor environment winning its work through competitive tendering.  You will be an analytical, strategic thinker who can interpret complex financial data and understand business performance indicators to enable you to set margins and deliver the high profitability.

Primary duties will include

Working closely with the managing director and service manager in bidding on or determining the price of product or service. You will be responsible for all aspects of the tender. Development of sourcing strategy, development and issue of tender documentation, contract development, negotiations and contract award.

Lead multi-skilled project teams through significant and high-value tender processes, liaising with contractors, architects or clients on changes and adjustments to cost estimates and modifications of contract.

Negotiate prices, contract terms and conditions, managing key performance indicators to ensure best value and organisational objectives are achieved.

Review spend analysis, internal requirements and objectives and supply market information to develop strategic sourcing strategies.

Establish and sustain productive relationships with portfolio customers and external suppliers to understand and plan for needs and anticipate future requirements.

Proactively develop a strategic plan with full customer endorsement. Provide feedback to senior managers about customer and supplier issues with a focus on resolution and improvement.

Assist with the development and implementation of, and ongoing compliance with, process improvements and associated performance.

Analyse tenders, contracts and other documentation to enable the company to compose pre-qualification documentation. Tender quotations prepare cost, materials, and labour estimates.

Obtain competitive quotes from suppliers. Prepare estimates used by management for purposes such as planning, procuring, organising, and scheduling work.

Prepare cost and expenditure statements and other necessary documentation at regular intervals for the duration of the project.

Assess cost effectiveness of products, projects or services, tracking actual costs relative to bids as the project develops.

Set up cost monitoring and reporting systems and procedures. Prepare and maintain a directory of suppliers, contractors and subcontractors.

Visit site and record information if required to assist with the tendering process. Establish and manage the bidding process, and conduct negotiations.

Responsibilities & purpose of this job

The right candidate will be expected to assist with the continual growth of the company. Reporting on a regular basis to the managing director, a high level of skill in a procurement of significant value providing a commercial and customer focused service to relevant portfolio areas within the business. Managing tender processes, contract negotiations and contract reviews.

A substantial level of interpersonal, relationship building and negotiation skills that build and sustain productive relationships and partnerships.
